Targeted WTD support for trusts

Skills for Health - Workforce Projects Team is offering trusts within England the opportunity to engage and receive targeted support enabling your trust to reach WTD 2009 compliance.

The targeted support will enable trusts to look at their current position, identify the benefits of linking WTD with other organisational strategies and look towards developing solutions.

A selection process will take place, and with limited places, it is crucial that trusts are encouraged to submit bids as soon as possible.

There are two levels of support available:

Intensive targeted support

A team based approach utilising a whole range of expertise – this consists of: diagnostic assessment/analysis and development/appraisal of options, to support financial modelling and implementation.

This will involve a pre-planning meeting and an assessment week resulting in a report with bespoke recommendations, followed by an awayday with the trust's project team.

This level of support will be available to 18 trusts.

Streamlined targeted support

A less extensive model than the intensive support – looking at the current position of the trust and through facilitation supporting the development of an action plan.

This approach involves pre-planning discussion and facilitated sessions with a team or teams to support the delivery of sustainable solutions.

This level of support will be available to 15 trusts.

Evaluation of Bids

The Workforce Projects Team will provide an evaluation panel consisting of experienced managers. This panel will review the submissions. The criteria used will include the 10 key elements identified as being an essential prerequisite to implementation of the WTD. Additional points that will be considered will be the commitment of the organisation to share learning with the wider NHS. Should the evaluation panel be unable to reach agreement on any submission the decision will be referred to the WTD Programme Delivery Board for resolution.

Against those elements that you do not have existing supporting policies, processes and practices in place please indicate the extent to which there is organisational commitment to engage with such developments

10 key elements identified as being an essential prerequisite to implementation of the WTD

1. Leadership Commitment
The extent of Board and senior clinical managerial commitment to achieving WTD 2009.

2. Management of Change
How change to achieve WTD 2009 is managed as part of a whole organisation change management process.

3. Rota Design
The organisation of Junior Doctors hours of work to achieve safe, sustainable and compliant working patterns.

4. New Ways of Working
The development and implementation of new ways of working such as Hospital at Night which contribute towards WTD 2009.

5. Training and Development
The extent to which the organisational education and training strategy contributes towards the achievement of WTD 2009.

6. Technological Solutions
The extent to which the Trust identifies and implements technologies and technological solutions which contribute towards WTD 2009.

7. Service Redesign
Actual or planned redesign or reconfiguration of services which can support achievement of WTD 2009.

8. Workforce Planning
Identification of the workforce requirements to achieve WTD 2009.

9. Finance
Planning for managing the financial implications of achieving WTD 2009.

10. Communications
The role of communications in support achievement of achieving WTD 2009.

As well as these ten key areas, it is also important to have senior people from your trust engaged. We are therefore asking for named individuals of senior people within the trust to show initial interest.
