UK-wide Workforce Planning Competence Framework

What was the main idea behind this project?
This project aimed to help improve strategic planning decisions. All four UK countries identified a need to invest in, train and develop those involved in the workforce planning and development process.

Who was this project aimed at helping?
The aim of the project was to create a framework which would support SHA, PCT and acute workforce planners, education leads and higher education institutes.

The framework encompasses the skills and competencies required at both strategic and operational level, for all types of staff, including chief executives, directors, clinicians, service development managers, ward managers, workforce planners, and contributes to the building of capability in human resource management identified in the HR in the NHS Plan.

How did the project progress – what were the main tasks?

  • Developing a fit for purpose framework that encompasses healthcare workforce planning skills and competencies required at strategic and operational level, across sectors across the UK.
  • Bringing together a set of recognisable, transferable skills and competencies to support cross-sector career pathways.

What is the latest news on the project?
This project is complete and has been closed.

The framework was launched in March 2005 and was accredited for National Occupation Standards (NOS) in April 2006. Copies of the revised competence statements and KSF links can be downloaded from the resources page.

The competences form the basis of our Postgraduate Certficiate in Strategic Workforce Planning. They are being used to evaluate the learners' progression and improvement as part of the evaluation process for the programme.
