A Network Approach to Achieving EWTD Compliance

The Children, Young People and Families (CYPF) Network's experience is of relevance to other SHAs and NHS organisations as the North West SHA is well advanced in terms of analysis and planning, having made a commitment to achieving EWTD compliance by August 2008 i.e. 12 months early. This includes development of an '11 cell model' which as been supported locally and nationally.

The CYPF experience is also of relevance given EWTD compliance is being achieved through the implementation of a managed clinical network. This is being implemented by the CYPF Network working with the SHA EWTD Team and the local providers working together to achieve compliance.

As all SHAs respond to the NHS Next Stage Review, the CYPF experience will be of particular interest as compliance is being achieved at a time of major reconfiguration of inpatient services and new models of care, upon which the public have been consulted and the Secretary of State has fully endorsed.

The EWTD 2009 target is a key workforce challenge facing the Network. The development of a networked approach to the utilisation of medical workforce has the potential to ensure that all doctors working within the Network geographical area are able to work within the EWTD regulations without this having a detrimental affect on their education and the service they deliver.

The proposed work programme of the Network has four components as follows:

• strategic assessment –case study will be produced for the work completed already
• planning and Implementation – underway from August 2008 to June 2009, regular updates will be produced and a final case study
• post implementation review – from June 2009, evaluation report will be produced
• dissemination events – dates to be agreed with Skills for Health - Workforce Projects Team for presentations at a number of national events.
